    It's a picture taken at the U.S. Naval Academy. Each spring the plebes (freshmen) have to climb a greased monument and grab a sailor's hat from the top. This requires LOTS of hands-on help from classmates, all of whom are wearing nothing but a pair of shorts. Some of the photos from this even are VERY hot.
